Grubbing goes further and pulls the stumps, roots, and buried debris out below grade, and only grubbed ground is ready to build on. State coverage adds a simplified stormwater plan at one to two acres of disturbance and a full plan above two. The county publishes its own stormwater design manual and permit-process flowchart, and we handle the paperwork as part of the job.
