On unincorporated Greenville County land, yes — once you disturb an acre or more. That triggers a county Land Disturbance permit plus a Notice of Intent to the state under the Construction General Permit, and jobs at that size also need a tree planting and protection plan under the county tree ordinance. Smaller jobs still have to follow the county's residential erosion and sediment-control standards, so stabilization is part of the work at any size.
Because on foothill slopes, water wins unless the driveway is built for it. Heavy Upstate rain on steep grades over shifting red clay takes out under-built drives fast — the lasting fix is a compacted aggregate base, a crown, ditching, and diversion that gets water off the surface. Re-graveling every year treats the symptom; rebuilding the base and drainage treats the cause.
