It depends on which side of the county line you sit. Greer spans both Greenville and Spartanburg counties, and the City of Greer has its own stormwater rules. On the Greenville County side, disturbing an acre or more triggers a Land Disturbance permit plus state coverage, while an individual lot disturbing between 5,000 square feet and one acre can typically ride on the building permit. Spartanburg County runs its own land-disturbance process. Part of our job is knowing which rulebook your address falls under.
Because the original build never dealt with the water. Upstate storms tear apart flat, thin gravel drives on red clay. The fix is a compacted crusher-run base, a proper crown so water sheds to the sides, ditch or culvert drainage, and geotextile fabric over the clay so the stone does not sink and migrate. Adding fresh gravel without fixing the base just delays the next washout.
